Academic Excellence and Closing the Achievement Gap

Families in District 3 want their children to receive an education that prepares them for college or a solid career. Right now, too many students are struggling to meet grade-level expectations, especially after the disruptions of the pandemic. Juan is committed to expanding tutoring and mentoring programs, strengthening after-school support, and giving parents the tools they need to help their children at home. He believes progress should be measured by real student growth, not rigid comparisons that ignore language differences or unique learning needs. His goal is to ensure every child is challenged, supported, and equipped with strong literacy, math, and problem-solving skills from the early grades through high school graduation.

Safe and Modern Schools

Students deserve to learn in safe, clean, modern buildings that show them their education matters. District 3 has seen improvements with new schools, but many classrooms are still overcrowded or in poor condition. Juan will advocate for accelerated construction timelines, strong oversight on all building projects, and urgent action on maintenance issues that affect student learning. He supports expanding capacity where it is needed, updating technology in classrooms, and improving air quality, heating, and cooling systems. By investing in school facilities now, we create environments that allow teachers to focus on instruction and give students the space and stability they need to succeed.

Student Well-Being and School Safety

Children cannot learn if they do not feel safe or supported. Juan believes student well-being must be at the center of our work. He will advocate for more mental health professionals in schools, expanded access to counseling, and stronger partnerships with organizations that help students navigate stress, conflict, and trauma. Juan supports restorative practices that keep students in school while addressing conflicts in ways that actually resolve problems. At the same time, he believes in clear expectations for behavior and timely action when safety concerns arise. He is committed to improving traffic safety and safe routes to school, especially after the tragic injuries and losses our community has faced. A healthy, safe school climate gives every child a chance to thrive.

Equity and Support for Every Learner

District 3 is one of the most diverse communities in Maryland, and every student deserves the resources and attention required to succeed. Juan will work to fully fund special education services, strengthen staffing in programs that support English learners, and ensure parents receive timely communication and genuine collaboration from the school system. He supports expanding dual-language programs, newcomer supports, and wraparound services provided through Community Schools. He believes schools must treat every child with dignity and fairness, from discipline practices to academic expectations, and he will uphold the district’s commitment to respect and inclusion for all students and families.

Community Engagement and Responsible Leadership

Families want leadership that listens, communicates clearly, and focuses on students instead of politics. Juan is committed to restoring trust by being accessible, transparent, and present in the community. He will participate in PTA meetings, civic associations, town councils, and school events throughout District 3. He will push for better communication from the school system so families receive timely updates in multiple languages. Juan will work collaboratively on the Board of Education to bring professionalism and stability back to the decision-making process. He will advocate for open budget discussions, responsible governance, and a consistent focus on what matters most: the success and well-being of our students.
